[frv, installed] build libgcc

H-P Nilsson told me frv-elf failed to build libgcc because of invalid
reload patterns. As it turned out, removing them was the right fix,
since they cann't possibly have ever done any good, and the current
reload infrastructure seems to deal well with the cases they seem to
have intended to handle anyway.
I'm checking this in, tested on x86_64-linux-gnu-x-frv-elf.
