I think asking for promises is bad.  When they are unfulfilled it  
leads to bad feeling, and bad feelings does make working on gcc fun.   
Instead, I'd just say, and I'd really love it if you could find some  
time before 4.3 goes out to do X.

The problem is that schedules change, requirements change and at  
times, there are things beyond the control of the individual.
