[bfin] Define __NO_BUILTIN if -fno-builtin

This patch defines __NO_BUILTIN if -fno-builtin is used. VisualDSP++ 
defines __NO_BUILTIN if -no-builtin. This patch should ease porting 
existing VisualDSP++ code to GCC.
