[patch, libgfortran] PR31052 and failure on SPEC sixtrack

The following patch was tested by HJL and fixes the sixtrack regression. 
Evidently the previous testing was not correct.

Regression tested as well on x86-64-Gnu/Linux.

This is a simple revert of a portion of the previous patch.

I apologize for the back and forth here.  This does not regress the two previous 
test cases we have for PR31052.

I will commit shortly to trunk.
