MIPS 74K support patch

Thanks for that point, I can do a follow-up patch to make it use 
(optimize_size || !TUNE_74K).

Now can someone from MIPS give the go-ahead to commit the patch?  My 
understanding is that this is necessary for MIPS's assignment to be 
effective when the patch isn't being directly submitted by MIPS.
