yes, and I think those are best handled by library authors and
Makefiles.

The working plan is to track C++0x, as far as I know we don't have
feature test macros proposal and the last time  the idea was discussed
(Lillehammer), it is was very heated and I don't remember a sign of
consensus of having it.
