If you are a maintainer for a part of gcc, then you do not need
further approval to commit changes to that part of gcc.  For example,
if you are the maintainer for the score backend, then you do not need
further approval to commit changes to gcc/config/score/*.  You simply
send an e-mail to gcc-patches saying something like "I am committing
the appended patch, because...."  You append the patch to the e-mail
message, with the ChangeLog entry.  You will see many examples in the
gcc-patches mailing list archive.
