[Patch, fortran] PR27996 and PR29978 - warnings and errors on character lengths

:ADDPATCH fortran:

This patch is conceptually simple and accomplishes the required 
character length checking for constant character lengths.

The testscase combines those of the two PRs.

Regtested on Cygwin_NT/amd64 - OK for trunk?
