[Xtensa] add default for new macro

I recently added the XCHAL_HAVE_MUL32_HIGH macro to include/xtensa-config.h.  In 
case someone has an older copy of that file (changed to match a particular 
Xtensa configuration), this patch adds a default value for the new macro.
