[Xtensa] fix g++.dg/cpp/_Pragma1 test

This patch fixes the g++.dg/cpp/_Pragma1 test for the xtensa-elf target.  I 
doubt if anyone cares about this pragma for the xtensa-elf target, but it seems 
just as easy as xfailing the test.  Committed on mainline.
