[RFC] Add dummy toplevel configure.ac

At some point, we need to just throw the switch, and let people  
cope.  I'd tend to argue that we should just do it now.  If we want  
to be nice, let's announce a date, and then flip it then, say in  
another month or two maybe.  People that don't want to do this, can  
branch and undo the flip on their branch.
