[v3] set timeout higher

This patch doubles the time dejagnu takes before timing out a compile
from 5 minutes to 10 minutes for libstdc++ tests.

For systems that are not timing out, this will not make a difference.
For others (HPUX, etc.) hopefully this will allow progress past
compilation.

tested x86/linux
