[v3] ext/typelist as namespace enclosed

There are currently two typelist implementations for the check-performance.

This changes one of them, to remove "transform" conflicts when I make a
PCH file that includes all of stdc++.h, extc++.h, and stdtr1c++.h. The
other did not have this issue, so all is good.
