[patch] Fix PR c++/28054

Hi David, Mark.

I do have a copyright assignment with the FSF which I signed and
returned, I got the confirmation email back along with my copy of the
signed papers in PDF form about 6 months or so ago.

I'm not too sure of the exact dates but I can try to dig out the
confirmation email if it's required?
