[LTO] Move ChangeLog.lto into the GCC sub directory

It is a community project.

I will respond to Richard's question about roadmap shortly, which I
think will also address the substantive part of your question.

But, discussing the ChangeLog format for files to be used on a branch is
surely not a good use of anyone's time.  I could justify the choice we
made, but that would just be wasting more time.  Let's just move along.
 If you really want to change the format in use, go ahead; I'll
pre-approve a patch to the LTO branch to put the ChangeLogs in any
plausible location.
