[Patch, fortran] PR 27919 Remove dot_product from the library

:ADDPATCH fortran:

Hi,

I propose to remove the dot_product implementation from libgfortran, since

1) Gfortran 4.2 inlines dot_product.

2) The so version of libgfortran was recently bumped in preparation for 
the 4.2 release.

Regtested on i686-pc-linux-gnu.
