I'll have to think back.  In principle, I can't think of any good reason
why some of these couldn't use the standard dump file registration
mechanism.  Ideally, this whole array should be allocated dynamically. 
If that isn't possible right now, I think we could add a FIXME comment. 
I don't think your patch should be blocked because of this.

The .vcg pass should disappear.  I would rather have it converted to a
TODO or a TDF so it can be invoked at any time.
