C++ PATCH for explicit instantiation vs. namespace association

In libstdc++/24660, Benjamin noted that we weren't supporting explicit 
instantiation of templates from a strongly used namespace.  Fixed thus.

Tested on x86_64-pc-linux-gnu, applied to trunk.
