[RFC/RFA] --with-build-time-tools configure option

I don't understand if this means we can afford getting all the tools 
from $prefix/bin by default, as in this patch.  This patch also 
implements Daniel's suggestion of using --print-prog-name if build != host.

Ok for mainline?  Ok for 4.1 after a while, possibly together with the 
doc changes (note that the documentation has never been really correct 
with respect to this issues)?
