[v3] libstdcxx_so_7-branch defaults for versioning

Now that the namespace association re-work has hit so_7-branch, here
are some tweaks. In addition, versioned namespaces are turned on by
default for this branch.

There are two new fails because of this:
FAIL: 20_util/memory/16505.cc (test for excess errors)
FAIL: 25_algorithms/search_n/11400.cc (test for excess errors)

both of these are as noted in:
http://gcc.gnu.org/bugzilla/show_bug.cgi?id=24660

This is expected, and will hopefully be cleaned up quickly.
