[toplevel, semi-obvious] Pass more flags

This passes down more flags, that is STAGE1_CFLAGS and 
STAGE1_LANGUAGES.  I also found that OBJDUMP was never set nor passed, 
unlike other tools (this dates back to the December 2002 
autoconfiscation, but shows up with a patch I am preparing).

Will commit tomorrow, together with the corresponding copyright year 
update, if nobody objects.
