[PATCH] New function in cfgrtl.c

Hello,

A patch written by Kenneth Zadeck and Daniel Berlin, that it 
is needed by the sign extension patch (that will be submittated 
afterward).

Bootstrapping and regression testing done on powerpc64-linux
and powerpc-linux.
