PATCH: obvious hppa bootstrap fix

I already checked in the change and didn't put PR 26021 in the
ChangeLog, I'll go ahead and close the defect.  Should I try to do
anything with the ChangeLog file?  Or just put extra comments in the
defect to say what version of SVN has the fix in it.
