Fix thinko in previous patch

My original patch was unduly restrictive, I've a testcase that still generates 
wrong code with the same failure mode.

Bootstrapped/regtested on x86_64-suse-linux, applied to mainline as obvious.

	* fold-const.c (range_predecessor): Use operand_equal_p
	as the predicate for equality.
	(range_successor): Likewise.
