I wish that I had known about this before RC2.  I don't intend to do an
RC3 at this point, but I feel like this change is pretty substantial.
On the other hand, if I understand correctly, this change can only
affect a non-default configuration so it's less risky, but perhaps also
less important.

It's also not clear to me that this is a regression; was
--enable-libstdcxx-allocator=mt a new feature in 4.0?  Our policy is
that only regressions should be fixed on release branches.

However, I won't definitively say that it must not go in.  If you feel
that it's necessary to put it in, go ahead -- but bear in mind that I do
not plan to spin an RC3, so please be very, very confident that this
change is safe.
