[committed, toplevel] Fix PR24297

I am committing this patch as obvious (it only ensures that $$r and $$s are
set whenever we use RECURSE_FLAGS_TO_PASS) to fix PR/24297.

http://gcc.gnu.org/ml/gcc-patches/2005-10/msg00830.html included this patch
as well and without these hunks it will probably be easier to review; I'll
repost it after we branch.  For the moment, it is deferred to 4.2; still I
would like it to percolate to 4.1 after it has survived a week or two on
mainline.
