[Patch, fortran] PR20337 - PUBLIC/PRIVATE used outside a module

:ADDPATCH fortran:

This patch prevents the use of the PUBLIC (and the PRIVATE) attribute 
ouside a module.

Bubblestrapped and regtested on FC3/Athlon.  OK for mainline and 4.0?
