Given that x86_64 doesn't use BImode, that's silly.

And I can't imagine that this patch does anything for ia64,
since have_insn_for (STRICT_LOW_PART) should always be false.

So I would appreaciate it if you did go back and figure out
what in the world this patch is supposed to do.
