This fixes the erroneous comment that was reported on the gcc list by
Rafael Avila de Espindola.

I verified that it was wrong by looking at gcc-1.42 sources, and have
made the obvious correction, which is to insert a mention of DECL_RTL.
This was tested with a quick C only bootstrap on an x86-64 linux system.
