[gfortran] patch to add CTIME and FDATE intrinsics

:ADDPATCH fortran:

Attached patch adds the CTIME and FDATE intrinsics (and documentation), 
subroutines as well as function versions. Tested on i686-linux.

OK for mainline and 4.0?
