What RTH wrote:

that mainline go into slush, wherein all these bootstrap problems, and
all the new testsuites failures get fixed.  No other patches would be
allowed at all."

Which means "all" and not just on primary platform, just the slush ends
at point when all the bootstrap/testsuite are fixed on primary platform
so people can get back to work.
