[csl-arm] Merge from 3.4.4 release

Hi,

I've merged the csl-arm branch from the 3.4.4 release. There are no 
regressions on arm-none-eabi. Many new tests pass, and some new tests 
fail. These are mostly timeouts (with the simulator), or relate to 
unimplemented input stream handling (libstdc++ tests).

A couple look less trivial:

   g++.dg/init/vector1.C
   gcc.c-torture/compile/20050113-1.c

Both cause ICEs, and should probably be investigated further.
