Convert libiberty to use ISO C prototype style 3/n

On a side note, note that libiberty still needs to *provide* the
PARAMS etc macros even if it doesn't use them.  I'm paranoid that if
we remove those we might break something that's using them.

In general, we can't ever remove macro definitions from libiberty
without a really good reason.
