[PATCH] Remove one combine tweak that does not trigger

This patch prepares for moving more transformations to simplify-rtx.c,
removing a piece of combine's infrastructure that never triggers on
current mainline.  combine_reversed_comparison_code never gets an
interesting value from get_last_value, so it is equivalent to
reversed_comparison_code (x, NULL_RTX).  reversed_comparison's last
two arguments are redundant (they are the first and second XEXP of
the first argument), so I removed them as I moved the function
to jump.c.

This patch was bootstrapped and regtested powerpc-apple-darwin7.8.0;
there is no change in the assembly output produced for cc1 .i files.
