[C++ Patch] PR 20461, PR 20536

Hi,

another ICE on illegal code in 4_0-branch and mainline. Actually,
20536 is not an exact duplicate (because of course does not go
through cp_parser_mem_initializer_list) and that's why I propose
adding both testcases.

Tested x86-linux. Ok for mainline? Maybe 4.0 too?
