PATCH - Fix an ICE compiling for ppc64

Attached  revised patch introduces 'scc_operand' predicate for both 
eq:DI and eq:SI compares and uses them in rs6000.md as needed. 
Bootstrapped, and dejagnu tested (-m64 and default) on 
apple-ppc-darwin.
