[PATCH] Use gcc-internal-format instead of c-format or nothing in gcc.pot where needed (take 2)

They have been CCed with the patch that fixed the bugs I discovered.
If Mark approves the patch for 4.0.1, can you please regenerate gcc.pot
and submit it to the TP robot (I can do the first step for you if you
want)?  I'll then mail the translation teams that have some broken
translations so that they can fix it up ASAP.
