Hello Zdenek,

is this patch still valid?

It appears to be the greatest step missing to the removal of loop.c, at least
if http://gcc.gnu.org/wiki/old%20loop%20optimizer is right.

If so, it should be pinged for review, and added to the brand new patch
manager.
