[patch,committed] Fix: PR target/19663

Hi,

I have committed the patch below.

It works around config/sparc/sparc.h setting up LINK_GCC_C_SEQUENCE_SPEC
in a way that is not applicable to rtems and lets sparc rtems use the
default LINK_GCC_C_SEQUENCE_SPEC from gcc.c.
