I am woefully underinformed with respect to internationalization issues, 
but this is certainly a new feature and therefore inappropriate in Stage 
3.  It may be productive to continue the discussion, so that there is 
more consensus when we enter Stage 1 for GCC 4.1, but no patch for this 
feature will be part of GCC 4.0.
