[committed] Fix PR 20250, make install no longer installs

A simple copy and paste error in Makefile.tpl which causes make install 
to invoke
make check on each subdirectory instead of make install.  This fixes 
the problem
and I installed it as obvious.

Can someone install this on the src also I don't have access there?

ChangeLog:

	* Makefile.tpl (HOST target installs): Fix copy and pasto, use install
	instead of check.
	* Makefile.in: Regenerate.
