Moving to an alternate VCS

I happy to be called over-conservative...  If the people that know, 
think that it can be pulled off cleanly before, then I'm happy to go 
along with the crowd.  I just wanted to propose a concrete timeframe to 
get us out of the sometime later mentality, into a date X mentality, as 
I'd like to see the switch happen.  I didn't want to propose something 
too unreasonable.

If done before the release, then all developers that want to work on 
the release would have to us the new system, as all checkins to the 
release branch must go into mainline, in some form.[1]



1 - Presumes that full bi-directional merging between cvs and svn isn't 
done.
