[PATCH] Move stuff to simplify-rtx.c, 9/13 - IOR

This patch is the one I had already sent, split into thirteen pieces.  I 
hope it's easier to review it.  This one moves IOR simplifications to 
simplify-rtx.c, one of which was strangely enough under "case AND" of 
simplify_logical.  There is a non-trivial change, for the simplification 
of (ior (ashiftrt (plus REG (const-int M)) K) (const-int N)) to (ashift 
RT (plus REG (const-int C) K) where C = M+(N<<K).  Modifying the code to 
not use SUBST is a bit complicated, but using plus_constant makes it easier.

The patch set was bootstrapped and regtested all in one, on 
powerpc-apple-darwin8.3.0 and i686-pc-linux-gnu.
