[Ada] New pragma Complete_Representation

Tested on i686-linux, committed on trunk

This patch implements a new pragma Complete_Representation that has
no arguments and can only appear within a record representation
clause. The effect is to generate an error message if any components
are missing a component clause. This is a maintenance aid, to help
ensure that this invariant is maintained if the record is modified.

A test program is:

which when compiled gives the message:

p.ads:17:07: missing component clause for "D"

The test program:

gives the error message:

p1.ads:2:04: pragma "Complete_Representation" must appear within
record representation clause

This patch also implements an additional form of pragma Debug with
two arguments. The first argument is a conditional expression.
The second argument is a procedure call, as in the normal one
argument case. The effect is that the procedure is only called
if the condition is True. A test program is:
