[patch] PR18151: Don't configure fixincludes for avr target

This patch will add build-fixincludes to the no config list for the avr 
target.

Denis Chertykov, AVR target maintainer, gave his approval in PR 18151.

[This is my first patch submission, so hopefully I have everything covered.]
