[wwwdocs-patch] broken link on bugs.html

I don't know if the change was intentional, but something changed how
the onlinedocs are generated, and the URL for the section "10.8 Common
Misunderstandings with GNU C++" changed from:

http://gcc.gnu.org/onlinedocs/gcc/C++-Misunderstandings.html
to
http://gcc.gnu.org/onlinedocs/gcc/C_002b_002b-Misunderstandings.html

This patch fixes bugs.html to use the new URL.

Should I apply this, or was the change unintended and reversible?
