[v3] testsuite threads re-work

Hey y'all. This adopts the (IMHO) much more sane, wchar_t approach to
the thread tests.

Ie, if no thread support configured, don't run thread tests. Seems simple enough...

This fixes the new AIX fails.

I'm half tempted to pull the testsuite/thread directory out and
integrate these tests directly into the rest of the directory structure,
like wchar_t tests. However, that can be done later.
