libtool patch

Couple things could have been done better with this:

1) you need to cc libstdc++@gcc.gnu.org on libstdc++ patches. Please make a note of this. There are similar requirements for the java list and java patches.

2) you need to send mail to gcc-patches on patches. I don't see something for these libtool changes. 

3) you need to bump AM_INIT_AUTOMAKE from 1.9.1 to 1.9.3, and regenerate configure.

4) you need to update the docs to reflect the versions of autotools used
