S/390: Fix *addsi3_sign pattern

Hello,
this fixes insn "*addsi3_sign" which was never matched
due to non-canonical RTL in the insn pattern.
Bootstrapped/regtested on s390-ibm-linux and s390x-ibm-linux,
applied to mainline.
