[lno][PATCH]: Cleanup and add legality testing to linear loop transformer

Now it can tell what transforms are legal.
Steven, if you could check the dot product code in lambda-code.c for me,
i'd appreciate it.
I know it produces the results i want for the loops i want, but that
tells me nothing from a math standpoint.  :)
